Almost every question that starts “why can’t I…” in Lordrush has the same answer, and it is not your Lord level. It is the level of your Town Center — the central building your whole city is built around. Century Games’ English help centre names that building explicitly and measures feature after feature against it.

The Lv. 6 line is ours, and we want to be clear about that
The gift code gate is the one entry above that the publisher has not written down anywhere. We measured it. At Town Center Lv. 5 the official Gift Code Center refused a valid code with error 40006; we upgraded that one building to Lv. 6, changed nothing else, and the same code went through. Treat that row as our test result, not as publisher documentation — and see our gift code section for the full write-up.
What this means for your build order
Read the table as a queue rather than a list. Everything social and competitive sits between Lv. 7 and Lv. 15, so a player who pushes the Town Center straight to Lv. 10 unlocks both alliance events at once and stops being dead weight to the alliance that recruited them. Everything from Lv. 18 upward is gear and pets — real power, but power you cannot use in an event you are not allowed to enter yet.
Two of these gates have a second condition that no amount of upgrading will move: the Pet feature and Gear Ascension are both gated on how long your server has been open, not on you. If your Town Center is high enough and the feature is still greyed out, that is usually why.
One honest limit: we have not played the English client. Every level in the table above is quoted from the publisher’s English help centre, and the Lv. 6 row was measured by us on the Korean client, where the same building is labelled 도시 센터.
