🏆 Hero tier list

This is not a power ranking, and you should be suspicious of any Whiteout Survival tier list that claims to be one. Which hero generation you can pull depends on how many days old your State is, so no single ranking applies to every server. What follows is an investment order for free-to-play chiefs. S = raise these stars now. A = the Gen 13–16 core once your State unlocks it. B = older generations that still hold up. C = early-server only, or economy heroes that never fight.

Jessie SR · Lancer S The best free investment in the game. When you join someone else's rally, members contribute only the first skill of each hero — Century Games says so in its own Combat FAQ. That makes a cheap non-SSR hero with a strong first skill worth almost as much in a rally as a whale's roster. Keep her locked into your first Beast Hunting squad.
Jasser SR · Marksman S Beast Hunting squad 2. Some chiefs run him for research speed instead of combat.
Seo-yoon SR · Marksman S Her rally attack bonus at 4 stars is why she is the standard join-rally pick. Cheap to star up, and the bonus applies every time you press Join.
Sergey SR · Infantry S Garrison and Arena staple. Damage-taken reduction, so he keeps working long after his own attack stops mattering.
Molly Gen 1 · Lancer S The only Gen 1 SSR a free player realistically raises — Google Play's own English listing calls her a free SSR hero. Take her to 4 stars and stop.
Bahiti SR · Marksman S Early-server rally and Beast Hunting lead. Gets replaced once Gen 2 Alonso opens, so do not over-invest past 3 stars.
Seigel Gen 16 · Infantry A Newest Infantry. The Combat FAQ puts Infantry in the front row as the primary damage takers, so Seigel is what keeps a Gen 16 squad standing long enough for the back row to do its job. If your State has opened Gen 16, star him first of the three.
Ursar Gen 16 · Lancer A Newest Lancer, middle row. Lancers sometimes skill straight past the front line into the enemy's back-row Marksmen — that is the entire reason to field one instead of a second Infantry.
Aisling Gen 16 · Marksman A Newest Marksman. Back row, highest single-target damage in the game's own words. Your Gen 16 damage comes from here; everything in front of her exists to buy her time.
Hank Gen 15 · Infantry A Gen 15 front line. Because a rally member contributes only each hero's first skill, a well-starred Hank routinely out-performs an under-starred Gen 16 Infantry. Do not rush the swap.
Estrella Gen 15 · Lancer A Gen 15 middle row. Keep her over Ursar until Ursar passes the star level you already have here.
Viveca Gen 15 · Marksman A Gen 15 back row. The last Marksman worth heavy investment before Aisling, and a perfectly good permanent join-rally hero afterwards.
Elif Gen 14 · Infantry A Gen 14 front line. Holds a main squad on any State that has not opened Gen 16 yet.
Dominic Gen 14 · Lancer A Gen 14 middle row. The value pick — cheaper to star than the Gen 15 and 16 Lancers and still lands the back-row hit.
Cara Gen 14 · Marksman A Gen 14 back row. Where most mid-age States actually get their damage from, whatever the newest banner says.
Gisela Gen 13 · Infantry A Gen 13 front line, and the entry point to the modern generations. Everything older than this is a stopgap.
Flora Gen 13 · Lancer A Gen 13 middle row. The first Lancer worth pouring shards into rather than merely fielding.
Vulcanus Gen 13 · Marksman A Gen 13 back row. If your State has just opened Gen 13, start here — damage moves the needle faster than tankiness.
Hervor Gen 12 · Infantry B Gen 12 front line. Garrison troops replenish Infantry first, so she keeps earning her slot long after she leaves your main squad.
Karol Gen 12 · Lancer B Gen 12 middle row. Fine until Gen 13 opens. Field her, do not feed her.
Ligeia Gen 12 · Marksman B Gen 12 back row. Serviceable damage — but shards spent here are shards not spent on Vulcanus.
Eleonora Gen 11 · Infantry B Gen 11 front line. Main-squad material only while your State is short of Gen 13; garrison filler forever after.
Lloyd Gen 11 · Lancer B Gen 11 middle row. A second-squad Lancer. Stars spent here do not come back.
Rufus Gen 11 · Marksman B Gen 11 back row. Keep him for your second rally squad and leave it at that.
Gregory Gen 10 · Infantry B Gen 10 front line. Useful while your State is still climbing toward Gen 13, and nowhere else.
Freya Gen 10 · Lancer B Gen 10 middle row. Support-squad Lancer. She fills a slot; she does not win one.
Blanchette Gen 10 · Marksman B Gen 10 back row. Slot her into a support squad and forget about her.
Magnus Gen 9 · Infantry B Gen 9 front line. Garrison duty. Because Infantry replenish first, an old tank still soaks real damage here.
Fred Gen 9 · Lancer B Gen 9 middle row. Roster filler for a squad you are not investing in.
Xura Gen 9 · Marksman B Gen 9 back row. Fills the damage slot on a squad that exists to make up numbers.

Century Games also confirms that identical rally-member skills do stack — which is why a whole alliance raising the same cheap first-skill hero beats everyone raising something different.
