Hall of Governors is an individual scoring event on a two-week cycle. The first season hero is Amadeus, and the condition is a top-10 cumulative finish rather than simply completing the event — on a competitive server that puts it firmly in spender territory. The method is to bank speedups, shards, Forgehammers and recruitment currency and dump each one on the stage that scores it. Community figures put the top-10 cut near 500 million points.

Hall of Governors rewards concentration, not effort. The same speedup spent in the wrong stage is worth a fraction of what it is worth in the right one, which is why the players who place are usually not the ones who played the most.

The schedule

It runs on a two-week cycle. The first cycle starts around day 6 of a new server with Amadeus as the season hero, and cycles two and three are Amadeus as well; cycles four and five switch to Hilde, usually with rewards extending to the top 100. That difference matters more than anything else on this page — a top-100 reward band is reachable for a free-to-play account, a top-10 band generally is not.

Where points come from

Score accrues from construction and research power gains, troop training and promotion, speedup consumption, hero shards and recruitment, and Governor Gear and Charm enhancement. Each stage counts a different one of those, so the entire skill of the event is holding your materials until the matching stage opens.

Read down that column and the strategy writes itself: a T10 soldier is worth almost 22 T1 soldiers. Training low-tier troops for points is close to worthless, and promotion is where the score is.

Governor Gear enhancement scales the same way by rarity, from roughly 1,125 at common up to 6,250 at legendary. Both of these are worth holding specifically for the stage that counts them, because outside that stage they score nothing at all.

What a free-to-play account should actually do

Do not contest every cycle. Take the generation recruitment hero reliably — that is the part that compounds — and pick your one cycle to push. If your server is competitive, that cycle is not the Amadeus one. Community tallies put the top-10 cut near 500 million points and suggest banking at least 162,000 Gems beforehand to contest it, which is a fair description of why most accounts should be aiming at the top-100 cycles instead.
