Nearly every pack in this game is one or two genuinely valuable items wrapped in resource filler. The advertised discount percentage is calculated on the whole bundle, filler included, which is precisely why it is never the number to trust.
Establish your baseline first
Before you can judge any pack, you need to know what a Gem costs you at list price. On our own account in July 2026, 50,000 Gems runs ₩149,000 — about ₩2.98 per Gem. Every pack comparison on this page is measured against that line. Work out the equivalent figure in your own currency once and the whole shop becomes readable.
Four questions, asked in order
Hold any pack up against these before buying:

Question three is the one that quietly doubles value. Speedups and shards bought outside a scoring event are worth exactly their contents; the same purchase during All-Out Construction or Hall of Governors is worth its contents plus a placement. Timing is the cheapest multiplier in the game.
Priorities by spending level
Free to play: the second construction queue, VIP levels during double-point periods, and starter bundles when an event is running. Nothing else.
Light spender, roughly $5–30 a month: Growth Fund first, then the first-purchase discount bundles, then speedups timed to construction and research scoring events. In that order — the Growth Fund is the only one that pays back from progress you were making regardless.
At every level: never buy raw resources at list price. It is the worst value in the shop and it stays the worst value no matter how much you spend.
The voucher people cannot find a use for
A recurring complaint: there is an Ultra-Value Monthly Card Voucher sitting in the Backpack and nothing applies it. It has a fixed destination, and the publisher spells it out:
Go to the Top-up Center (tap the Gems on the home page) and select “Weekly Card/Monthly Card.” When you have this voucher in your Backpack, you will straightaway get a discount on your first purchase.

Two things to take from that. The route is home screen Gem count → Top-up Center → Weekly/Monthly Card, and the discount attaches to the first purchase. You never "use" the voucher from the Backpack — it is deducted automatically when you buy the matching product. If you already bought the card before the voucher arrived, it will wait for your next first purchase rather than being wasted.
One published fact about limited packs
When Kingdom Progression Optimization is announced, people rush to buy limited packs before they "disappear". They do not:
